Estonia Increases Film Production Rebate to 40% to Attract International Projects

The Estonian government has approved an increase to the Film Estonia cash rebate, raising the incentive for international film and television productions from 30% to 40%. The move is designed to strengthen Estonia’s position as an attractive destination for global film production.

The Film Estonia program, operated by the Estonian Film Institute since 2016, supports foreign productions that shoot in Estonia by reimbursing part of their local spending. The program has already helped bring numerous international projects to the country, generating economic activity not only in the film sector but also in related industries such as hospitality, transport, and services.

According to Estonia’s Minister of Culture Heidy Purga, the increased rebate aims to improve Estonia’s competitiveness in the international production market. In recent years, several projects initially considering Estonia ultimately chose other countries with stronger incentive schemes.

The decision also aligns with ongoing developments in Estonia’s film infrastructure, including plans for new studio facilities in Tallinn and Jõhvi.

While the rebate percentage will increase, the annual budget for the Film Estonia program will be set at €5.2 million, slightly lower than the previous €6 million allocation.

The change is expected to make Estonia more appealing for international filmmakers and help attract larger productions to the country in the coming years.
